A: Yes. All timesheets submitted after you close the month will fall into the next open month, e.g. if you close halfway through May, all timesheets submitted after this will fall into June.

You need to get all timesheets submitted before you close the month if you want the timesheet actuals to be posted to that period. You cannot reopen the month once closed.
