Fixed issue when accessing chat for a project status report from watch list views

Resource plan feed logic change:

1. When creating or editing a user, set the roles as per spreadsheet

2. If user is not valid in start / end dates of row then remove User role only, and set Active = true

3. If Start date not provided for New User set as Todays date.

4. If End date provided in File is in past remove User role and Set Active = false

 Fixed issue on guests seeing agenda on meeting dialog

Fixed issue with images in chat not being rendered in Internet Explorer
